Supplement -- for NTT Atsugi R&D Center

Introduction

This is a supplement to the Living Manual for the postdocs at the Basic Research Laboratories who are moving to Atsugi in Autumn 1993. This supplement contains additional information about life in Atsugi.

Location and Transportation

Atsugi city is situated in the center of Kanagawa Prefecture, 46km south-west of Tokyo and 32 km from Yokohama. The population of Atsugi is approximately 200,000.

Transportation from Shinjuku to Atsugi

(i) By Odakyuu (小田急) line: Shinjuku (新宿) to Hon-Atsugi (本厚木), taking:

This will cost 420-yen and the journey time is 60 minutes on the express train. The service is very frequent with the first train departing at 5:00 and the last one leaving at around 0:45.

(ii) The Odakyuu line operates additional trains catering principally for tourists travelling to the Odawara and Hakone regions. Hon-Atsugi is served by some of these super expresses (orange, tokkyuu romance car, ロマンスカー). The fare is 920-yen. Be sure to take the sagami or asagiri expresses, and note that this service is not regular finishing before the evening rush hour.

From Kichijoji to Atsugi:

Take the Inokashira line to Shibuya and change to the Odakyuu line at Shimo-Kitazawa (下北沢).

Transportation to NTT Atsugi R&D Center:

(i) The bus station of Hon-Atsugi is a 5 minutes walk from the north exit of the railway station in the north-east direction. Hon-Atsugi bus station to Tsuushin Kenkyuujo Mae (通信研究所前) (NTT) The journey time is 20-30 minutes and the cost is 270-yen. In both cases leave the bus at Tsuushin Kenkyuujo Mae (in front of the Communication Laboratory, i.e. NTT) (通信研究所前).

(ii) Aiko-ishida train station to Tsuushin Kenkyuujo Mae (in front of the Communication Laboratory, i.e. NTT), Bus pole number 4 : bus number 18 or 19, (20 mins., 220-yen).

At NTT Atsugi R&D Center

Entry

i) Week day
Show your ID card at the gate as you enter in the Center. People with cars must show their Parking Cards.
ii) Saturday, Sunday, Holiday
If you wish to work on these days you must obtain prior permission from your group leader, and submit a holiday entrance permission form (休日入所届) to the Safety Control Division (安全管理室).
If you wish to use the Tennis court or Baseball pitch, submit a holiday entrance permission form for recreation (休日入所届(レク施設利用者用)) to the General Affairs Department (地区総務課(労務厚生係)).

Key Storage

All room keys are kept in the security guard office (警備員室). When you wish to borrow the key you need to ask the guard, and fill out the key borrow/return form (鍵貸出・返納簿). You will then receive the key and a "fire check sheet" (火気等点検簿). When you are the last to leave the room, turn off the electricity, shut the windows, lock the door and fill out the fire check sheet before returning it with the key to the guard.

Credit cards

Although Japan is still basically a cash-oriented society, credit cards are becoming more popular. Permanent employees may obtain a UC/Master Card from the NTT General Affairs Office (Somu, 総務, そうむ) on the 1st floor of Building No.1, rooms 203S to 205S. This card can be used to pay for goods and services in shops and restaurants. In addition, provided a pass number is obtained, this card can be used to get money from the cash dispensers found in some shops. These cash dispensers are usually open longer than bank cash dispensers. A separate card can also be obtained for paying for petrol at gas stations.

WARNING: credit cards issued outside of Japan are generally not accepted.

NTT Sports Facilities

Bookstores

The basement of 'Yurindo' (有隣堂, ゆうりんどう) book shop near Hon-Atsugi station has a limited selection of Japanese language textbooks, and books on Japanese culture and novels in English.

Shopping Areas

From Hon-Atsugi train station several medium-sized department stores, including MYLORD (ミロード), ITOYOKADO (イトーヨーカドー) and DAK CITY (ダックシティ), are within easy walking distance.

Food stores are located in the basement of these department stores and restaurants can be found on the top floors. Discount price electrical goods can be obtained from LAOX. For a wider selection of goods go to Machida, Yokohama or Tokyo.

Registration at the City Hall

If you plan to stay in Japan for more than 3 months, you have to register at the City Hall (Shiyakusho) in the city where you are living within three months of your arrival in Japan. If you are living in Aikoishida (company flats or Bell Flowers Heights) the City Hall is in Isehara (the first station after Aikoishida when going to Odawara) or if you are living in the company flats at Morinosato or Hase, go to the City Hall in Atsugi. On the other hand, if you live somewhere else, ask somebody at NTT.

Bring along two photographs and your passport. You will be asked to fill out some forms (available in English) and be fingerprinted. Two weeks later you can pick up your Alien Registration Card at the City Hall. Usually there are no queues.

Reentry Permit and Visa Renewal

Before entering Japan you will probably have obtained a single entry visa. If you plan a short trip outside of Japan you should go to the Immigration Office of the Prefecture in which you are resident. For the Kanagawa Prefecture this office is located in Yokohama. Bring along your passport and Alien Registration Card. If you stay in Japan for more than one year you should renew your visa at this office.

For a visa extension bring along two photographs, your passport, your foreign resident card, a copy of your contract with NTT, a document showing how much money you have earned from NTT, and 4000 Yen (March 1992).

Reentry permits and visa extensions are issued immediately. However, be prepared to queue for 2 to 5 hours before being served, and take into account that it takes about 1.5 hours to go to the Immigration Office from Aikoishida or Hon-Atsugi station.

The Yokohama Immigration Office is located near J.R. Ishikawacho station (石川町) on the Negishi line or the Keihin Tohoku line. From Aikoishida or Hon-Atsugi go to Ebina on the Odakyuu line, then go to Yokohama station with the Sotetsu line and change on to the J.R. Negishi or Keihin Tohoku line. Ishikawacho is the third station from Yokohama station on trains bound for Ofuna (大船).

At Ishikawacho turn to the right when exiting the station from either of the two exits. After 50m, at the first crossing, turn left and cross the river. Then turn right again and walk along the river for approximately 400 m until you reach the office which is on the left hand side.

There is a 24-hour telephone information service in English giving details of visa related matters. The service is available from push-button phones only. Dial 03-3213-8141. After hearing the instructions press 2 for English. Then press the code number of the information you require. The ones that are most applicable to postdocs are listed below:

Payments

You can pay your bills either at a bank or a post office. The most convenient way is to pay them at the branch of Fuji Bank located on the second floor of the laboratory.

You can give your gas and phone bills directly to the bank clerk, who will fill out a form #6 and cash the amount. There is no fee for paying gas and phone bills. In case you have to transfer money to some bank account within Japan, you should fill out form #4 (if the account is at Fuji Bank) or form #5 (if the account is at any other bank). Note that the name of the bank and the name and address of the recipient must be written in Japanese. Ask a colleague to fill out the form for you. Each money transfer will cost a few hundred Yen.

If you have to pay money on a post office account, you may go to the Morinosato post office (a 10 minutes walk from the laboratory ). The post office does not close at lunch time. Notice that even though bigger post offices (for example the main post office in Hon-Atsugi) are open on Saturdays and Sunday mornings, payments can be done only from Monday to Friday. During the weekend you can only buy stamps, or send parcels and registered mail.

About cars

How to obtain a Japanese driver's license

(if you already have a "national" driver's license of your country).

Note: neither the national nor the international driver's license are accepted in Japan, not even for renting a car only. However, it's not a big problem to get the Japanese transcription of your national license, except for the fact that you have to invest a whole morning to get it.

You need:

Go to the driver's license office (自動車運転免許試験場, or "Jidousha Unten Menkyo Shikenjou") in Futamatagawa (二俣川). To get there, take Odakyuu-line to Ebina, change there to Sotetsu-line and enjoy the 20 minute ride to Futamatagawa. Don't fall asleep, otherwise you may end up in Yokohama. In Futamatagawa, take the north exit and either take a bus ( about 10 minutes without traffic jam) or walk ( 15-20 minutes) to the office. The bus does not have a real terminal; instead it describes an "8" around the pretty large area of the driver's license office. The office opens at 8:30am, but it is recommendable to be there maybe a little earlier, otherwise the queue may become unpleasantly long.

Get into the left building and buy a revenue stamp for 3200 yen in the ground floor ( or 1st floor, according to the Japanese counting system), then go to second floor and find the appropriate counter (No.10; English signs are available). Note that you do not have to fill out a form before that, in contrast to other applicants. At the counter, they eventually ask you some Japanese traffic signs. Most of them are the same as in western countries. Then, they will send you to an eye test. You have to identify where the large one is located, respectively. It helps if you know the Japanese expressions "ue"(up), "shita"(down), "hidari"(left), "migi"(right). If you are not blind, you will probably pass the test.

Then, they will take a picture of you (which will appear in your license; it's not the passport photograph mentioned above), and then you will have to watch a 30 minute video and listen to a 60 minute talk (both in Japanese). Basically, they want to tell you to drive carefully. They do not check whether you actually take part in this, but even if you don't, you will not get your license earlier. After the talk, you can fetch it in the ground floor of the building. Here, fortunately you do not have to wait so long because foreigners are processed first. Anyway, it's a good idea to have something to read with you during the waiting times.

A note on the validity: the license is valid until your third birthday from the date when you obtained the license (so usually, for sometime less than three years). Then, it has to be renewed, and such a procedure must be followed every three years.

How to rent a car

That's quite easy after getting the license, There are several possibilities in Atsugi: In November 1992, Nissan rent a car was cheapest. For the smallest available car, the payment was about 7,000 yen including tax and insurance for one day, and (consequently) about 50,000 yen for one week. In the latter case, they rented snow chains (usually 1,500 yen) free of charge. Maybe it is a good idea to ask a colleague for help (except if your Japanese is good), at least in the first time.
