I found the reason why some HZ coded Chinese text is decoded incorrectly.
The reason is the special characters such as '<', '&'. These characters are esc
aped. If they appear in the HZ code, they are escaped, too (probably to make br
owsers not understanding HZ to display these garbages correctly). For example,
'<' is replaced by '&lt;'. However in HZ coding, this sequence is changed again
 to some other things, so that Mosaic is unable to detect them and unescape the
m. Therefore the text after that is totaly messed up. I manually unescaped them
 by changing say '&lt;' back into '<', and the displayed text is then correct.
