This is the first Online Comic Series on the WEB. It's name is "Neighborhood Thirteen" by Santa Inoue. Santa Inoue is Japanese X-gen comic artist. And "Neighborhood Thirteen " is his original psycho-horror comic series which contains elements of Japanese youth culture (called "yankii") , bullying ("ijime"), otaku, and Hip-Hop culture.
